What is happening to the boards?
I go absents for few days and this is what happens? How can you see that you got a new comment on your post and what is not?

Judging by other parts of the site as a whole, they updated the taskbar at the top while forgetting to include aspects that were important to the boards. You can tell that this taskbar change was more for the other aspects of the site such as fanart or the top-level.
In short, they updated the site while failing to make sure the boards was updated or was integrated smoothly.

riot is like "we gonna remove notifications so 1-2 months later we can say somehow the use of notifications dropped to 0% clearly showing people dont want them anymore or people would still use it" and then just close the boards entirely
so only lolreddit is left where the nazi mods remove anything thats not "riot i love you, best company ever you do everything correct" or about esports
I think it's the Boards update. I hope it is.
Or this may be just a new navigation bar at the top that gives you updated options on where to go, along with more games than League at the top left. I guess i can ask the mods if they have more options and if they don't, it's unlikely it's a full update to the site.
