The volunteer team doesn't really HAVE good options here. We're discussing removing voting currently, but -- as we've mentioned before -- this has a number of downsides to it.
Ultimately, we don't have access to the data we'd need to be able to actually resolve the problem without taking functionality away from other users, and we aren't in a position to do more than make the board's issues known to Riot and let them make the call on where or how to allocate dev resources. I don't expect the data we have access to to increase to the point where we could resolve this in a more targeted fashion.

That doesn't happen. The heralds have been very clear that it only counts as a bot if it buries a post. There is no possible way a human controlled bot could bring someone to -1. It just isn't mathematically possible.
