' is not a substitute for an apostrophe

Yet everytime I quote something in a reply it shows up instead of the apostrophes used in it. What good does replacing it do? Just use the apostrophe.

It works but it is pretty annoying to ctrl-a then ctrl-c, post thread, edit, ctrl-a into ctrl-v just to have the text be displayed the way it should.

It's unfortunately a combination of the way the quote feature is coded and the way board text is coded. I'm not honestly sure it's something the moderation team can fix (or that it's worth it as opposed to other changes we could make), although the issue is on our radar.
