What's the deal with this new "Must be level 30" crap?

Basically the title, I logged in to boards a few minutes ago same as usual to check on stuff, saw something I thought should get attention, tried to upvote it, and got the message "Sorry, you must be level 30".

How the heck is that fair? I set up this account 4 years ago and use it on boards weekly if not daily, but never got around to grinding it to 30 before, and never had issues with it. I did so because I prefer to have an opinion aside from what people see of my rank (could be bronze to diamond for all you know) and have people look at my opinion for it's own value rather than the rank tied to it (if it's good people should see it, if it's bogus, people shouldn't accept it just because I have a higher rank than them).

I don't care if I have to level up the account, what's a little ARAM grinding honestly, but this seems to be an unfair change that if anything will push new users away from the boards.
