The votes manipulators

I noticed some trends regarding the manipulatosr:

They come here periodically around every 30 - 60 minutes
They have around 31 accounts. Fun fact I believe they have even more but for some reason they only use 31 accounts to down vote at a time.
If a post has more than 1 vote, it gets "priority" downvotes.
Post with less than a vote gets downvoted after posts with more votes get downvoted.
At the early stages of the voting manipulation, they used to make sure that every post gets exactly -1 downvotes.
The algorithm at which the manipulation occurs seems to changes periodically to keep it at semi random occurrence.
