Posting outside your home region

So I decided to look around at some of the board regions other than NA, and found a post I wanted to upvote on EUW. I tried, and while I was already logged in it asked me to log in again. I have an NA account, so when I logged in the EUW board didn't recognize it. I eventually found this page, which basically says I can't post in certain places depending on where my account is from.

I've seen people from EUW post on the NA boards, so why am I unable to post, or in this case leave an upvote, over there?

Most if not all English-speaking regions are eligible to post on the North American Boards, likely because NA is the original region where if I'm not mistaken, most of the Riot-player communication takes place (outside of Reddit perhaps).

As to why we're not able to post on the Europe Boards, the Boards development team (which has been working on the new client) hasn't yet developed compatibility with the EU boards to allow us to post there. No info as to when we'll be compatible.
