Formatting in the Universal Board Rules thread

I just saw the updated universal rules post made by Of Justice, and I was wondering if anyone knows how that post was formatted. The expandable sections and having large rectangular outlines for text would be fantastic for longer threads that are going over a lot of material. Normally I would just click the "quote" button and look for myself, but it's a closed thread.

On a similar note is there any formatting guide anywhere on the Boards? It seems like something we should have, be it a player made one or official, but now that I'm paying attention I don't see one anywhere. I found a mention of a formatting guide from five years ago, as part of the Boards, but that doesn't seem to be a thing anymore.
