Riot, if you really REALLY don't want Lulu to be anything but a support, here's what you do:

Riot apparently said they want Lulu to be viable outside of support lane even though their balance team is way too inept to make that work out.

I don't think the issue with Lulu is with her scalings. Like a lot of other supports, she looks like she was designed with just duo laning in mind, which means that her spells and play patterns, while more or less fine when supporting, risk becoming very unpleasant in mid or top lane. Her super-safe, super-long range E + Q poke was one of her big issues before the mana cost on that combo got nerfed, and even now the combination of her poke, crowd control and kiting/saving potential means she's very low-risk even in top lane. She definitely has the potential to be an awesome solo laner, but she needs to be more vulnerable there too for that to work. The choice here is to either keep Lulu's kit and annoying solo lane patterns, but weaken her so that she isn't as much of a problem, or to change her kit to be more powerful and more fun to lane against. The second option would take a lot more time than just a few nerfs, so she's being held back until she gets fixed.

Riots irrational hatred of supports (nontanks) stops them from making any sensible decision. Hell, they even tricked us in season 4 by giving supports trinkets that give gold. Simply lulling us into a false sense of safety, only to gut supports into subpar levels. GG Riot, your Indian giving tactics worked like a charm.

I have been playing lulu since the moment she was released and I have main in that champion. The beginning of season 4 riot made changes to her utility so that it will scale with AP. I believe that was a big mistake to scale with AP. They should of used a different stat to scale the utility of supports. When they made the changes in season 4 they said they wanted our buffs and cc of supports to have a major impact in the game especially in late game. The problem is supports dont make a lot of money compare to the same support in a solo lane (lulu mid or lulu top vs lulu sup). Those lulu mid or top will be able to buy expensive high ap mid item. While supports are stuck buying cheap support items that give no AP (Mikael crucible) or very little (ardent censar or frost queen claim). Which means lulu mid and lulu top will be able to maximize their utility potential while lulu support will have improve utility but not a lot. Which doesnt make any sense because supports should be the one to maximize their utility. Now riot thinking will just nerf the base damage, or increase cooldown or remove a utility scaling all together. I am getting annoyed by the changes they are making especially when they remove the double glitter lance after help pix the enemy and the 1 second vision that help pix grant. At this rate they are going keep nerfing lulu and I predict that at the end of this year lulu will be just like the lulu in season 3, with a year wasted in them thinking that they have improve lulu support.

At this rate I might just quit league of legend all together and I want my money back for the lulu skins I bought. RIOT THINK WHO GETS TO MAXIMIZE THEIR UTILITY POTENTIAL SOLO SUPPORTS OR DUO SUPPORTS AP IS NOT THE WAY!!!!!!!!!!!!!!!!!!!!!!

Reduce her AP ratios and lightly increase her base. I don't think completely removing them is the answer because most supports are given free ratios to scale their abilities better into the late-game, even if they are minimal.

She is receiving even more nerfs, too. She better get an AP scaling on her Whimsy, because she's going to feel useless.

Lulu has never been viable as a support, nor do i want her to be, i like solo lane lulu a lot more and i miss mage janna the only viable way of playing janna until riot killed her completely
