I vote the

What do you think are really boring spells? Or spells that just don't fit into certain kits?
Of course there are simple spells, like 
's Q. But they serve a purpose and I wouldn't classify them as "boring".
-> boring =/= simple , but simple can be boring.
Point-and-click "Does nothing but flat damage" spells.
Example: Pantheon's Q.
It's just "Click for damage"
The only SATISFYING aspect of it is when it crits and executes someone.
Even then, it doesn't really feel good because you didn't actually do anything for it. It's just bland and has no interactivity to it.
Parrley for GP is similar to this, except it has the aspect of producing additional gold if you use it to farm, and can crit based off of your crit stat, instead of a specific parameter, so even though it's not necessarily "reliable", it has some RNG aspects to it, and utility, which makes it a bit more interesting to use.
Gonna go with Nidalee Trap. They're easy to avoid and very rarely become a 'playmaker'. Sure you get armor/mr shred, but not only do you have to have someone walk over a trap during their duration but you also have to be close enough to capitalize.
If not that then Hawkshot. I get it for the gold passive. The active is nigh useless with proper warding and map control. And when it is useful most of the time it's showing to specifically not do something, like contest dragon.
Anivia's Wall.
How is Kog Maw's passive boring o_O You get kills even after you die. If you think Kog Maw's passive is boring, wheres Karthus? Zyra?
Abilities where you use it and walk into people as a way to outtrade them (
looking at you two). At least 
needs to keep you in a specific area.
I would have to say the 
e, I think the ability should do more besides gives extra DMG like maybe it could give a passive like make your attack speed faster as a passive
