Why was there never a Tesla themed Ryze skin?

Tesla was one of the biggest electrical gurus ever.
Tesla is becoming famous with the internet/gaming crowd.
Ryze is electricity based
His scroll could easily be replaced with a tesla coil or a long florescent or neon light bulb (he invented a new kind of light bulb after edison pissed him off).

He would become the first champion with 10 skins, right now he is tied with Teemo at 9 skins. Other champs could also use this skin better like Jayce could

Maybe make an Edison-themed skin for Heimerdinger as well? Although, I have trouble imagining Heimer as an invention thief. Hmm... hard to see Viktor like that too, especially since someone else pretty much stole credit for his work. In any case, a Tesla Ryze sounds good to me.

This would be an amazing look on ryze but no as a regular skin. Is like to see a legendary skin like that.
