the new chap won't have a teaser until the new sr rolls out because the can't test the new sr and the new champ at the same time they wouldn't know if the bugs were from summoners rift or from the champ

New SR comes at the end of the season / start of the new season as they said ( at least I recall so ). So what you're saying is not possible :P
