I remember seeing some promising 
tuning, with something about changing his high bases into more of a scaling champion. What happen to them, or why did they not go though? I have a feeling it was because all the Lee mains disagreeing with it.
Might also have to do with the fact that, with the introduction of the Feral Flare, Lee's power is average compared to champs that use it.
If they nerf FF, lee will be OP again, and they'll probably make the tuning a stronger priority.
They probably just haven't found the "right" solution yet for him. Give them some time and they might actually make Lee a balanced champion.
Lee sin in no way deserves a nerf. There isn't a decent player in this game I know that feels lee sin is OP because he is massive skillcap to even be useful on top of having a trash late game.
It wasn't just lee sin mains, almost everyone from pro players to bronze thought it was the stupidest set of nerfs they've seen in a while. riot understood the gates of hell that would be open if they went through with it and backed up a bit instead.
