Zigg's Q not visible if Ziggs is not visible.

hey same with veigar E and multiple other spells

Not correct at all, i just witnessed about 5 or 6 dozen ziggs Qs with ziggs in brush or out of sight. They are definitely visible.

Sounds like bad internet problems, or a map-specific bug (where did this happen?)
