[GAMEPLAY] Runaan's Hurricane doesn't work

Runaan's Hurricane is currently bugged so that it will not hit targets beyond the range of your AA. That means that if you attack the target closest to you from max range, you will never get any side-arrows. This is especially noticeable when using Kog'Maw with his W.

TLDR: Runaan's Hurricane forces you to attack the 3rd closest enemy instead of the closest if you want to proc extra arrows, thus putting the adc in extra danger instead of actually making their life better.

It's still beneficial, I think it would be way too cheap if you could increase your own AA range indirectly with it.

I noticed this change as well; however I don't think I saw anything in the patch notes to show or indicate that this was intended. I'm still not certain if it's a bug or if they wanted to make it like this.
