Is this a swain bug?
Im trying out thinder lords on swain over death fire and i noticed that his Q would proc thunder lordes but his E would not proc it.

I don't think dots proc thunderlords. Q isn't a dot, it deals damage to an enemy that meets requirements every .5 seconds like Nasus E.
If area of effects proc it or damage over time procs it there should be no reason swains E shouldnt
According to the league wiki "Persistent area of effects, such as Crowstorm and Tormented Soil, hit with each application of damage. Applied damage over time effects, like Fiddlesticks Fiddlesticks's Drain or Swain Swain's Torment, only hit once." So it's working as intended.
