[GAMEPLAY] Gragas Ult Not Showing on CD with "Spamming Cast"

I do not have anything to back this claim up like logs or anything, but I did notice that Gragas's ultimate spell R will sometimes not show that it is on Cooldown. I looked at the 4.19 patch notes and saw that other champions (ie Fiddlesticks, Pantheon, and Warwick) have had this problem, so I opted to post this Discussion to reaffirm that other champions do have this problem. This has happened a few times, but it has not truly affected gameplay too much as I run CDR runes anyway (it comes back up relatively quickly). If it matters, I'm usually jungling Octoberfest Gragas when this occurs. I have not checked this when laning with him. I have not deliberately tried to replicate this, but I have noticed it when it does happen.

[TL;DR] Spamming spells when casting Gragas's ultimate will make it look as though it is off cooldown, similar to the 4.19 bug fixes.
