Why does champ select still doesnt pop

Like during picks and ban, why doesnt it pop up like it used to? is this what riot intended? And why did they do that? If the reason is to focus more in champ select.. well most people alt tabbed after they pick a champion anyway or alt tabbed before risking the dodge anyway. I dont get why it doesnt pop anymore when its your turn.
