[GAMEPLAY] Malzahar's Passive Particle

Malzahar's Passive has been bugged at least since last patch when Snowday Malzahar was put into the game.

Often the particle under him will not go away even though his passive is NOT ready. I am unsure how to reproduce this, but I have not failed to see this in a single Malzahar game since the bug first appeared.

This is from a game I was spectating, though I've experienced it myself multiple times.
