Garen's Q bugged

While affected by a blind Garen's Q still hits teemo/quinn. While other characters such as nasus q on hit affects are blocked by blind. Fixing this bug for consistency would be appreciated. Additionally his Q will strike Quinn during her E being used from a distance. Moving into range with the knock should knock garen and bounce you away effectively avoiding being auto'd in the .1 seconds during which you're in range. Again examples of this would be nasus (even when using ult and q) and other on hit affects or characters or regular auto attacks. This problem has also occurred with udyr and his stun, but it only happened one time in a 50 minute game, and he had over 2.0 attack speed so at least the trigger time for the auto attack made minor sense with him.
