New Client?

So I know it's not finished and I know it's a known issue, but I have a brand new computer with an i7 intel core and a radeon graphics card (Not sure what the exact specs are) yet every time I open the new client, my computer usage goes from around 3-4% to 40-60%. And this isn't in game, just as soon as I click on the app my computer usage jumps. Is it something I'm doing? I've looked at a few posts and it doesn't seem like anyone has the issue as bad as I do.
