Sudden FPS failure in LoL, game runs at 3-5 FPS constantly.

Basically self explanatory. I just finished refreshing my computer with Windows 8.1 (Under Recovery in PC settings). I was refreshing to make LoL faster b/c I noticed a FPS drop to 30 after the patch. I finish refreshing and reinstall league. I decide to test a custom game. Thank god I did b/c when I got in the game it started at 5 FPS. Literally impossible to play. I waited it out for 15 minutes and it never improved past 7-8 FPS. IDK why this is happening and I have tried everything. Restart, uninstall, you name it. I uninstalled twice and it still failed. I flushed my DNS, and disabled a lot of services that were unnecessary.

ANYTHING will help. Please. I know how to do a lot with Windows, so please tell me anything that I can do with command prompt, uninstalling, service disabling etc.
