[client] 2 part leaver buster bug

Okay....so first off all I got a leaver buster in a game I was actively in. Then after finishing the 5 minute waiting period I queued up and joined a game. The game got dropped so I canceled the queue to make a phone call. After I started another queue I was placed in ANOTHER 5 minute wait. What?

Edit- This is happening every time now? What? Why?

Yes this happens with leaver buster. Until you are out of the leaver buster you will always have a 5(+5 for every previous time you got leaver buster) minute que before games
