[Gameplay] Stand united's second AP scaling doesn't work on Sylas

When Sylas steals Shen's ultimate Stand United, only the first part of the ultimate has any AP scaling - the second one has 0, meaning at high AP values you'll shield allies for LESS when they have low health than when they're topped off.
