[Client -- Champion Select] Sync chat for normal blind pick (and other Game types)

It happens frequently. If more than one person calls the same position very close to the same time, chances are high that each chat screen shows a different call order than someone else’s. Please synchronize chat display by server timestamp, not client.

This is often a source of rage for people when they each think they called first.
