Staff of Flowing Water is showing up when I have the "Cooldown Reduction" filter checked, as shown in the screenshot. I do not see any cooldown on this item.

Edit: Well you know what, I would love to test it for you, but that item isn't actually in-game from what I can tell. So just ignore it I suppose.

Yeah, it was only available in the 'Black Market Brawlers' gamemode a while back
