[Gameplay] High Noon Jhin Bug

There are times when playing Jhin with the High Noon Skin that the "Caught Out" mark stays on a champion for an extended period of time, even after the mark is not actually there. Even if you hit someone with this ghost mark with Deadly Flourish, they won't get rooted, so the mark isn't actually there, but the graphic still displays above their champ.

It happens almost every game that I play with the high noon skin and usually only happens on one champ at a time.
