[GAMEPLAY] CDR Stat Bug Whenever you buy a CDR Item

Description:

Example: Lets say I have 20% Cooldown Reduction (I'm sure it will work with any value) and I buy . The CDR stat will show it as 40%, then a few seconds after I leave base it will change to it's proper value.

Reproduction Steps:

1. Go into game.
2. Take note of your CDR.
3. By a CDR item.
4. Check the CDR Value.
5. Leave base and wait a few seconds.

I'm not sure if it was just only me (or only on Karma) so I'm going to try and reproduce it this game as a different champion but it has happened to me many times. It's quite deceiving.
