[ARAM] 5% CDR(from Intelligence - Cunning Mastery) lost at around half of the game. Any same cases?

Sorry in advance for if this is intended as a feature of ARAM or the mastery, I don't kno that. I'm constantly playing on ARAM while haven't touch Normal for months, so this might as well the case in Normal too.

So there several mastery pages I build involve 5 point in Intelligence, giving 5% CDR right at the game start. While sometimes not really paying attention, I do find that somehow the 5% CDR disappear some-when around mid game.

So can someone tell me if this is a intended feature or a bug?

This is most definitely a bug.

It can either be completely getting rid of the 5% CDR or still applying the CDR but not listing the 5% extra. Either way it's a bug.

It could also be possible you have 5%-15% CDR in runes or have bought ancient coin to round out the 5%, but that's extremely unlikely.

I'm seeing the bug as well. I get 10% CDR in runes, and 5% from masteries. Initially, I only see 10%, then I buy another cdr item and it increases to 15%. I should have 25%, but the ability CD time follows the cdr I'm seeing. Serious bug that effects game play.
