Waiting for Stats- Can't report

I hate this. I just had a Shyvana who just argued all game, refused to help the team, and just dived the enemy team. She did this all because she got ganked once by the enemy jungler early in the game and we were either too busy with our own fights to help or couldn't make it in time. She outright admitted to it even. Then she tried to game the reports by acting like she was innocent, saying she was muting us for spamming the chat with arguments and drama when that was literally what she was doing all game over one gank. Now due to Riot's buggy client, I get a "Skip waiting for stats" that will never go away. I will not be able to report this Shyvana.

This isn't the first time the stupid "Waiting for stats" bug has occurred when I needed to report an extremely obvious troll or toxic player, and I've seen people complain about this since season 4. When is riot going to fix their client? They should be ashamed that their letting toxic players go free just because they didn't think it was a high enough priority to fix persistent bugs like this in their client. Yes, yes, let's pool all our time together to work on a flashy new champion select instead of fixing the client's problems at it's core.
