Bug- Legend: Tenacity Not Working or Displaying Correctly

I was in a game (linked above) where I had Dark Harvest as my keystone and Legend: Tenacity from my secondary runes. I went almost the whole game without noticing, but Legend: Tenacity didn't show it giving me any tenacity. Not even the 5% I'm supposed to get automatically. I wasn't able to reproduce the effect in Practice Mode or a custom Bot game, nor get a screenshot from the replay (there's no way to view full rune sets in Spectator Mode). It might have just been a visual bug and it just didn't show it to me, though on my stats I didn't have that much more tenacity than normal either.
