Unable to Upgraded Viktor Ability After Purchase of Final Hexcore In ARAM

During my last ARAM i was unable to upgrade more than 2 of Viktor's abilities even after purchasing the final Hexcore (the MKIII).

My buy order can be seen in my match history that i linked (not an impressive game). I purchased the first hexcore and was able to upgrade my E. I purchased the MKIII Hexcore soon after and was give the option to upgraded another ability. I chose E (since i was just going to select the q right after) and then the upgraded popup lowered and disappeared. I was not given the option to upgrad my Q and as such i could not upgrade my R.

Above my abilities where buffs and debuffs are shown i could see the blue version of my Hexcore (the MKII) and in my inventory i could see the red version (the MK III). When putting my cursor over the buff icon i had my E and W highlighted, but the Q and R grayed out. I can also confirm that i did not have the Q buff since i was not getting a MS buff after using it (just in case someone might think it just upgraded automatically). Also the icons (which change color when upgraded) were as if Q and R had not been upgraded while E and W were.

I have played 4 Viktor normals over the last 2 days and i did not see these issue in either of those so it may be restrained to just the howling abyss.
