Cass E CD not reducing to 0.5 seconds correctly (PBE)

I'm not sure if anyone else has experienced this bug, but its actually two fold.

I was playing Cass in a PBE ARAM. I noticed that my E was not reducing the CD when i was attacking poisoned creeps. I assumed i was just timing it wrong, and that it was actually my fault. This continued throughout the game (which eventually became a 3v4...37 min ARAM). I noticed that during the game my E was only resetting off of my W poison but not my q. I confirmed this was true for super minions about 70 percent of the time.

At the end of the game the other Lee Sin stood by their nexus as we destoryed it. I Q'd him, then E'd and did not get a reset. Q'd again and waited for the symbol to appear and E'd again...no reset. Strange thing was that i W'd and Q'd again then E'd and still no reset. Then the game ended (it was only lux and i attacking the nexus so it was pretty slow).

I'm not sure if this is linked to the new 3285 item that i built, but even in team fights i was having to wait to land a w before i could reset my E.

TLDR: E was not reducing CD to 0.5 seconds off of the q poison, but was off of the w unless the q hit the same target. I played several Cass customs just a few days ago and i noticed 0 problems (was testing the new item on her). I assume this was just a side affect of something that was added in the last patch.
