Mord Q on Dominion

It seems that Mordekaiser's Q in Dominion is giving less shield than intended. I just tested in a custom game - I dealt 239 damage (25% conversion gives 59.75) and only gained 29 shield. Perhaps shield generation is being halved in Dominion? If this is intended, this seems unnecessarily harsh. Mordekaiser needs his shield to stay alive, and he feels extremely squishy right now.

I think Healing is reduced in Dominion so that is why its not as high.
