Chalice's new passive is underwhelming

Who is it intended for? Chalice's new passive is good - if and only if you're concerned about healing yourself and you have lots of mana regen. But the people who would have built it generally already have heals. The stuff mentioned in the patch notes is also confusing: > Chalice’s old passive was confusing. Is extra mana regen really worth it if you spend it all healing back to full? For all that complexity, it wasn’t having enough of an impact on the game, so we’re updating it to be clearer. Healers who invest in mana regen now get to spend less of that mana topping their health bars off.

Essentially, instead of getting mana that you could use to heal yourself, you get health that you have to use healing yourself. An early chalice in lane is worth less than it was before because it's unlikely that a) you are that worried about regenerating to full and b) you have enough mana regen to make it effective. At level 9 and 15 AP (frostfang), here are the breakeven points for a few healers:

  • BARD: 9.03 mana regen, 9.11 health regen. Level 2 W: 119 health, 90 mana. 131% health regen = 100% mana regen
  • NAMI: 14.2 mana regen, 9.13 health regen. Level 5 W: 189.5 health, 130 mana. 226% health regen = 100% mana regen
  • SONA: 14.2 mana regen, 9.13 health regen. Level 2 W: 58.75 health, 85 mana. 107% health regen = 100% mana regen

And that's not including the other benefits for Nami and Sona - the additional shields/heals/damage. This passive is only better for Sona if she takes enough damage and would be frequently healing herself.

Basically, the new passive is usually worse than the old passive from a numerical standpoint until late in the game when you have lots of mana regen, when health regen becomes essentially useless for squishy characters. Let me respond to the above quote with one of my own:

Healers can no longer reasonably double down on healing, seeing as two of the three healing items (Athene's, Mikael's, and Censer) now share a unique passive.

Of course, the nerf might have been intentional, and intended to be offset by the lowering of costs. But Mikael's lost 250 gold value from the nerf to its mana regen, and I don't think that the remaining 200 gold change is enough to offset the nerfs. Can we perhaps get some more insight as to why this change was made?

Removing the heal is all ready a big nerf too it, but yah I loved the mana regen I got from the old passive, the new one does not seem that great at all. I guess soraka would not mind the extra hp regen.

Soraka is probably the only one who can take advantage of it, since she spends both health and mana like crazy in teamfights.

I think it is to make it more interesting on things like Thresh and Taric.
