[gameplay] Bad Santa Veigar skin health bar is too low! Cuts off hat and recall animation!

When using the Bad Santa Veigar skin (and only on that skin) Veigar's health and mana bar above his head is much further down than on other champions/skins. This causes it to visually block his model and recall animation. This bug has been in the game for quite a while, and it has not been fixed.
