Can't put single points in masteries?

I like to mess with my rune page.

In this particular example, I want to put 3 points in Sorcery and 2 points in Fury. For some reason, perhaps this is the new client, I am unable to do so. It's either 5 points in Fury or 5 points in Sorcery. Is this normal?

They had to make a bandaid fix for point assignment because it was really slow trying to set it up during champ select, so they changed it to put 5 in for a click.

However, you can still assign single points by shift clicking! I think they said they'd later add a message to let players know about this.
