[GAMEPLAY] Sion Q and R Not Working [ARAM]

I didn't stream the game, unfortunately, but here's the full issue description:

MAP: Howling Abyss MODE: 5v5 All Random (Blind) CHAMPION: Sion SKIN: Lumberjack Sion

In the first few minutes of the game, I was able to use my Q (I put one point into Q, W, and then E to start the game). I'm not sure exactly when (you can check my chat logs from the game), but within a few minutes I was unable to use my Q. My W and E worked perfectly for the entire game. When level 6 rolled around, I was unable to use my R, which also lasted for the whole match.

If I get Sion in ARAM again I will try to replicate the issue and possibly stream the match if I get the opportunity to do so.

EDIT: Played another game with the same conditions, no issue. Not sure how to recreate it.
