Screen Seizures? [GAMEPLAY]

So I just entered a game after that quick patch or something came out as of the time of this post [5/24/18] and I enter loading screen, but noticed things were weird and jittery like the small blue circle on the bottom right was jerking into different positions instead of its normal smooth loading. I load into game and everything in game jitters and has weird black marks going through on the occasion. I hadn't alt-tabbed for any reason in the loading screen or in game so I DC'd and reconnected and still had the same problem. I restarted my laptop and went to my other account to just see and the problem is still there.
