With the new mode you cannot spectate featured high level Ranked games anymore

All I see are options for ARAM and unranked Blind pick.

Where did the high elo rank featured games go?

I can see ranked games right now. Are you perhaps talking about yesterday, when the ranked queue was disabled for a while? The featured games switch to ARAM andother modes when there are no ranked games to see.
