F2P Champs Owned Apon Hitting Summoner Level 3

So my friend told me that when he hit Summoner Level 3, he got all the F2P Champs owned, but it wouldn't say in his Champions page. He showed me at his house. I went back to my house to try it myself, and after 3 Co-Op Vs AI Matches, and one login/relogin, the same happened to me. My account still has the level 1-6 Non-Rotating Champion Rotation on the Champions page, but not in Champion Select, and it is only level 5. I even checked- You can even use them in champion select! I'll see if you can play them. They can also be ONLY selected in Team Builder.
