[Gameplay] No devourer stacks from Rift Herald if you stop attacking to let someone else kill it.

The Rift Herald does not currently give any stacks unless you're hitting it right before it dies. If you click away for even a second, you get no stacks. This is extremely problematic, because the rift herald was designed for the jungler to hit it from the back since the eye stays open with a completed jungle item, but you have to stop hitting it to allow your top laner to deal the killing blow and get the buff.

How to reproduce: Have someone tank it Have a devourer jungle item and hit the Rift Herald from the back When it gets low enough that you need to stop hitting it from the back or else you'd get the buff, click off the rift herald and wait for your tank to kill it. Observe that no stacks were gained.
