Champ select just doesn't work

It freezes up for a long time, so I have VERY little time to do anything. Sometimes I can't even get a ban in because it's frozen the whole time. The rest of the client works fine, and in game isn't affected. It's very difficult to start a game like this. I tried running the hextech repair tool and the problem still persists
