{Gameplay] Lucian E bug 4.18

I've always known about this bug, but I think it's time to shed some light to it after playing against Lucian 5 ranked games in a row.

Bug: Lucian's Relentless Pursuit resets his auto attack timer.

I know this is not intended. Please remove this bug. It gives him a huge unfair advantage at level 2 allowing him to instantly chain his passive if he uses Q or W first.
