Can't chat. Friend's List is bugged, Connection Issues

Had 2 ranked games where I couldn't join at 100% and lost LP for remakes. I played a featured game and it worked. Then afterwards, Ranked wouldn't let me in again

Can't see my friends list. It's completely blank. Not even my icon shows on the right.

Can't chat in lobbies. It's always "connecting..."
