5.9 didn't fix the pvp.net issue

I'm a little disappointed that 5.9 got pushed out and pvp.net is still crashing.

Hey. I had the same problem as you... Try opening the Client using Administrator. < Right Click League of Legends > Run as administrator > This worked for me and I am currently downloading the patch. :) Hope that helps.
