If you're gonna nerf Volibear, please also fix this small bug

When Volibear ranks up his Frenzy (W), if he has existing stacks of it, his attack speed doesn't adjust to the new rank until the stacks drop off and he builds up new stacks.

I've reported this bug before, but no one at Riot has cared thus far. Since Volibear's W is getting nerfed, this seems like the perfect time to fix this bug.
