Yes, I noticed this a while back as well.
Not a big deal though. Recall is cut from 8s to 4s with Baron buff, so the bug is only closing a 2s window of visibility instead of 6s.
I remember when Riot did a sweep of invisibility years ago to cancel invisibility during recall, and missed Twitch being able to Q and then recall. Then they had the balls to call it intentional after his re-make. Given that no stealth champions are top tier, I'd like to see the sweep rolled back across the board as a strategic buff.
