Devourer actually isn't supposed to grant CDR (there isn't any on it). Is there something I am missing?

on the item itsself it grants +10 CDR but doesnt provide it to your character. is all.

Is this shown in the tooltip? If so that's worth specifying. According to wiki, neither Trailblazer nor Devourer are meant to provide and CDR. Devourer is, however, the only enchant that doesn't, so maybe that's confusing you?

Sometimes when you buy Devourer the item tooltip will say "10% CDR" but it doesn't give u any.

I've only noticed it a few times, but it is strange to see that on the item when you know it doesn't provide that.

Devourer does not give CDR. probably a tooltip bug.
