Annie stun bug

Just had a game with an Annie on the enemy team and her stun-swirl that stays around her when she has stun up was permanent throughout the entire game whether she had stun up or not, it also seemed like her stun was lasting quite a bit longer than it should have been, me and my team's Xin felt like it was lasting 2-3 seconds instead of 1.75.
