Prime time Draven is only listed as legendary on the NA client?

Well today I had a discussion here on the boards about new VO for non-legendary skins and I said that Primetime draven has a new VO,despite not being legendary.

However multiple people said that he was indeed legendary and one person even showed me a screenshot of him being listed as legendary. But when I checked my client,it didn't count Primetime Draven as a legendary skin(which makes sense since the skin costs only 975 RP,not 1820)and I noticed that all those who said Primetime draven is legendary were from the NA-servers.

So yeah it looks like Pt-draven is counted as a legendary skin on the NA-servers only.

At first I thought this was a bug on the NA-client,but the bug is actually on the EUW-client,it seems to be because PT-Draven is a legendary skin whose cost is permanently lowered,that the EUW-client doesn't recognize it as legendary because of this.
